Feature:

In the money-related conditions builder, the addition of a condition that uses the total number of applications associated with a user's profile.

Rationale:
 
Multiple clients in Enterprise have asked for price/coupon rules that allow them to give discounts/adjust pricing based on the number of total finalized applications across programs within a client's instance that are tied to a user account.

Proposed Format:

total # of applications from x program compared to a number value

Program options would include All programs, Specific programs, All Except (which would spawn an additional program to exclude selector)
