Some submission forms are extremely large and complex; it can be easy for admins using such forms to lose track of two things in particular:
1) Which specific fields are visible for a given category group
2) What the order of the fields looks like given a specific question set configuration in a category group.
The system currently gives users the ability to see/configure the category groups in two places:
1) Using the category group settings via {program} > Category Group > Settings, where they can't see the specifics of questions, and they're shown all subfields (that often have similar naming that can be confusing).
2) In the Field Settings for a specific field on the submission form editor.
I think the primary benefit of bringing more general category group visualization to the submission form is that it would bring the best of the submission form (full question visibility, a view unencumbered by subfields, question configurability) together with the best of the category group settings configuration (high-level (form-scale) visibility of question set that will display for a given category group). Having them together would allow admins to see the submission form, with detailed, editable questions while being able to see almost exactly which question set will be displayed for a given category group and what order the questions will be in.
